I think this is ambigous territory. When we think of ROI, we usually think of money. However, in the public sector there are other ways to define ROI. Often time, ROI means customer satisfaction (are citizens satisfied?).
Although vital, quantifying this type of ROI is difficult.

Thanks for your thoughts. Yes - you are right - if we cannot define a tangible financial benefits, then a tangible non-financial could be a reasonable substitute, such as customer satisfaction improvements. We might not be able to make the financial ROI, but we could measure and demonstrate a significant tangible change in the key indicator. Thanks! F
