I wouldn't limit this approach for building a project team. I wouldn't say the approach came from military either.

For me personally so called soft skills were always very important whenever I was recruiting. A candidate with poor soft skills most likely will be rejected since it's hard to change teamwork or work ethics. On the other hand candidate with low experience and limited knowledge can be a great one if his soft skills are great and he will to learn (and of course is able to learn fast).
