Last time money was tight process engineering was the cheap way to beat out the competition.

Has IT gotten cheaper or have all the process improvements been made?

Thanks, Craig. I'm generalizing here ...

Multiple forces have aligned to make IT more efficient / effective .... service management strategies like ITIL, server and storage virtualization, labor arbitrage through outsourcing, standard business systems like ERP, and cheap telcomm.

However, there's still more room to improve, including process improvements.

The game remains the same.
